公布された法律のリストには、シンガポール議会にて可決され、シンガポール政府機関のウェブサイトに掲載された法律(国会法)が含まれています。二次規則（国会法によって付与された権限もと大臣により作成された規則、規制もしくは通知）を含むものではなく、我々がシンガポールにおける事業に対し重要と思われるものだけを含んでいます。
我々が選択した議論すべき重要な法律は、特にその月に法律が可決されなかったり、外資企業への影響が少ない法律が可決した場合は、常に前月に可決されるとは限りません。
2025年企業・会計関連法（改正）法（以下「CALA」といいます。）は、2025年11月に国会で可決されました。CALAは、コーポレート・ガバナンスの強化、株主利益の保護およびシンガポールにおける公認会計士に対する規制枠組みの強化を目的としています。
2026年5月6日には、CALAに基づく改正規定の第一弾が施行されました。詳細については、Asia Law 360の2026年5月号に掲載されたCALAに関する解説をご参照ください。
エネルギー保全法2012に基づき、同法の規制対象となる製品は、最低エネルギー性能基準（Minimum Energy Performance Standards：MEPS）およびエネルギー表示義務制度（Mandatory Energy Labelling Scheme：MELS）の要件を遵守する必要があります。これらの規制対象製品には、エアコン、照明器具、衣類乾燥機、冷蔵庫、テレビ、モーター、安定器および給湯器などが含まれ、エネルギー保全（規制対象製品）告示2017または国家環境庁（NEA）が公表する告示に列挙されています。
エネルギー保全（改正）法2026の改正は、オンラインプラットフォームを通じてシンガポールに輸入される消費者向けおよび事業者向け製品にも同法の規制要件を拡張することを目的としています。これにより、エネルギー消費および排出削減の取組みをより適切に監視できるようになります。
外国企業はどのような対応をすべきでしょうか。
エネルギー保全法2012の規制対象となる製品については、国家環境庁（NEA）への登録が必要であり、MEPSを満たすこと、および所定のエネルギーラベルを貼付することが求められます。

The list of promulgated laws only contains Legislation (Acts of Parliament) that have been passed by the Parliament of Singapore and published on the Singapore Government Agency Website. Occasionally, we will include some secondary legislation (rules, regulations or notices created by Ministers under the power given to them by the Act of Parliament) if we think they are important to the business in Singapore.
The important laws we chose to discuss may not always be passed in the previous month, especially when no laws were passed in that particular month or the laws passed have minimal impact on foreign businesses.
The Corporate and Accounting Laws (Amendment) Act 2025 (“CALA”) was passed by Parliament in November 2025 and aims to enhance corporate governance, safeguard shareholders’ interests, and strengthen the regulatory framework for public accountants in Singapore.
On 6 May 2026, the first tranche of provisions under CALA came into effect. For more detail, please refer to the write-up on CALA in the May 2026 edition of Asia Law 360.
Under the Energy Conservation Act 2012, regulated goods covered by the act have to adhere to Minimum Energy Performance Standards (MEPS) and Mandatory Energy Labelling Scheme (MELS) requirements. These regulated goods include (but are not limited to) certain types of air-conditioners, lamps, clothes dryers, refrigerators, televisions, motors, ballast and water heaters that are listed in the Energy Conservation (Prescribed Regulated Goods) Order 2017 or in any order published by the National Environmental Agency.
The amendments in the Energy Conservation (Amendment) Act 2026 seek to extend the requirements in the Energy Conservation Act 2012 to regulated goods imported for (by?) consumers and businesses into Singapore via online platforms so that efforts to reduce energy consumption and emissions can be better monitored.
What should foreign companies do?
Goods that fall under the control of the Energy Conservation Act 2012 must be, among other things, registered with the National Environmental Agency and must meet MEPS and be labelled with an energy label accordingly.
